五、關(guān)于加強(qiáng)公共就業(yè)服務(wù)體系建設(shè)的幾點(diǎn)政策建議

(一)人力資源管理的基礎(chǔ)設(shè)施和平臺建設(shè)仍然是當(dāng)務(wù)之急

我國就業(yè)中介發(fā)展的成效在很大程度上依賴于用人單位人力資源管理基礎(chǔ)設(shè)施的發(fā)展水平和建設(shè)程度,如職位分析和職位分類、職位空缺的調(diào)查和統(tǒng)計(jì)、單位就業(yè)統(tǒng)計(jì)制度等。就中介組織目前發(fā)展的關(guān)鍵而言,其核心是就業(yè)需求的情況把握和統(tǒng)計(jì)。問題在于如果沒有科學(xué)的人力資源管理基礎(chǔ),單位的就業(yè)需求信息就不可能是真實(shí)的。因此,加強(qiáng)科學(xué)的人力資源管理基礎(chǔ)設(shè)施建設(shè),大力發(fā)展勞動力市場信息系統(tǒng),成為發(fā)展勞動力市場中介組織的基本前提。為此,應(yīng)繼續(xù)加大對公共就業(yè)服務(wù)的投資力度,爭取把公共就業(yè)服務(wù)建設(shè)成為全國統(tǒng)一的數(shù)據(jù)平臺和服務(wù)平臺;按照國際慣例,規(guī)范公共就業(yè)機(jī)構(gòu)與私人就業(yè)機(jī)構(gòu)的關(guān)系,把公共就業(yè)機(jī)構(gòu)變?yōu)樗饺司蜆I(yè)機(jī)構(gòu)的管理者;要求私人就業(yè)機(jī)構(gòu)提供有關(guān)的資料,以便了解私人就業(yè)機(jī)構(gòu)的經(jīng)營活動,也便于統(tǒng)一數(shù)據(jù)的收集、整理和分析。

(二)大力加強(qiáng)我國公共就業(yè)服務(wù)機(jī)構(gòu)和隊(duì)伍的建設(shè)

隨著我國就業(yè)服務(wù)市場體系的初步形成,公共就業(yè)服務(wù)機(jī)構(gòu)在緩解我國就業(yè)壓力、調(diào)整結(jié)構(gòu)性失業(yè)方面的基礎(chǔ)性地位日益彰顯。但與之不相適應(yīng)的是,公共就業(yè)服務(wù)人員隊(duì)伍素質(zhì)較低、數(shù)量偏少。2001年,我國職業(yè)介紹從業(yè)人員中具有大專及以上學(xué)歷的人平均占40.5%,具有高中學(xué)歷的人平均占50.9%。2003年對上海人才中介行業(yè)協(xié)會下屬40家會員單位的調(diào)查顯示,具備中介師任職資格的從業(yè)人員只占被調(diào)查機(jī)構(gòu)業(yè)務(wù)人員總?cè)藬?shù)的8.0%,中介員只占調(diào)查總?cè)藬?shù)的3.0% 。從統(tǒng)計(jì)來看,我國平均每個(gè)就業(yè)服務(wù)機(jī)構(gòu)只有3名工作人員,每名工作人員的服務(wù)對象約為1.2萬人,是發(fā)達(dá)國家的2~40倍,且這些人員并非全職人員,他們還要承擔(dān)一些非就業(yè)服務(wù)的工作,這直接導(dǎo)致了公共就業(yè)服務(wù)機(jī)構(gòu)在就業(yè)促進(jìn)方面負(fù)面的效果。數(shù)據(jù)顯示,2005年勞動和社會保障部直屬的公共就業(yè)服務(wù)機(jī)構(gòu)的職業(yè)介紹成功率僅為51.0%注1,而上海市公布的該市公共就業(yè)服務(wù)體系的職業(yè)介紹成功率只有30.0%。注2為此,我們建議,在勞動和社會保障工作中,應(yīng)突出公共就業(yè)服務(wù)的地位;在國家勞動和社會保障部內(nèi)成立相對獨(dú)立的國家公共就業(yè)服務(wù)局或中心,并在各大中城市設(shè)立直接領(lǐng)導(dǎo)的分支機(jī)構(gòu)。同時(shí),借鑒國際上的一些研究成果和實(shí)踐經(jīng)驗(yàn),研究構(gòu)建我國公共就業(yè)服務(wù)機(jī)構(gòu)從業(yè)人員的素質(zhì)能力模型。初步的研究表明,我國公共就業(yè)服務(wù)機(jī)構(gòu)從業(yè)人員的素質(zhì)能力要求和未來發(fā)展應(yīng)具有三個(gè)導(dǎo)向,即公共就業(yè)服務(wù)專業(yè)人員素質(zhì)提升應(yīng)以機(jī)構(gòu)職能為導(dǎo)向、以服務(wù)對象需求為導(dǎo)向和以服務(wù)規(guī)范化為導(dǎo)向。根據(jù)重要性和迫切性兩個(gè)維度的頻數(shù)高低,專業(yè)人員的核心素質(zhì)要求指標(biāo)可分為低階能力要求和高階能力要求兩個(gè)層次。低階能力要求包括道德素質(zhì)和職業(yè)精神、溝通能力、理解多元化服務(wù)對象的差異、主動學(xué)習(xí)能力、應(yīng)用知識于實(shí)踐的能力、分析問題能力。高階能力要求包括評估技能、市場開發(fā)與拓展能力、關(guān)注細(xì)節(jié)能力、調(diào)查研究能力等。特別值得指出的是,在對公共就業(yè)組織人員招聘條件的規(guī)定中,一定要突出其具有勞動或人力資源管理的相關(guān)經(jīng)驗(yàn)的任職資格要求(參見李瑞的分報(bào)告《建設(shè)專業(yè)化與職業(yè)化的公共就業(yè)服務(wù)人才隊(duì)伍——我國公共就業(yè)服務(wù)機(jī)構(gòu)專業(yè)人員核心素質(zhì)研究》)。

(三)在公共就業(yè)服務(wù)管理中應(yīng)當(dāng)引入績效管理的制度和方法

在公共就業(yè)服務(wù)領(lǐng)域引入績效評估,一方面,通過具體的績效指標(biāo)設(shè)置,使公共就業(yè)服務(wù)的產(chǎn)出結(jié)果更加符合預(yù)定目標(biāo);另一方面,績效評估能夠從投入和產(chǎn)出的角度,對公共就業(yè)服務(wù)活動的投入和產(chǎn)出進(jìn)行細(xì)致的監(jiān)控,從而有效地降低成本、提高效率。對發(fā)達(dá)國家的研究表明,各國公共就業(yè)服務(wù)績效評估的基礎(chǔ)都是該國公共就業(yè)服務(wù)的目標(biāo),即對公共就業(yè)服務(wù)實(shí)行目標(biāo)管理的制度。如法國公共就業(yè)服務(wù)的主要目的是吸引最大數(shù)量的在勞動力市場循環(huán)的空缺職位,服務(wù)質(zhì)量在很大程度上取決于公共就業(yè)服務(wù)所提供的空缺職位的數(shù)量和多樣化程度,因此在法國的績效評估中,職位空缺的持續(xù)時(shí)間、工作人員在填補(bǔ)職位空缺方面的工作時(shí)間等是很重要的指標(biāo)。我國公共就業(yè)服務(wù)管理當(dāng)前緊迫的任務(wù)是引入以目標(biāo)管理為導(dǎo)向的績效管理制度;要重點(diǎn)強(qiáng)調(diào)對困難群體就業(yè)服務(wù)的功能;要高度重視職位空缺的統(tǒng)計(jì)和發(fā)布;建立明確、可量化和完善的績效評估指標(biāo)體系等(參見胡紹英的分報(bào)告《發(fā)達(dá)國家和地區(qū)公共就業(yè)服務(wù)績效評估的經(jīng)驗(yàn)及其對我國的啟示》)。

(四)加大公共就業(yè)服務(wù)組織自身的宣傳力度

本次訪談和調(diào)查表明,到公共職業(yè)服務(wù)中心求職的人,大多是通過“他人介紹”和“路過看到”、“存檔、交保險(xiǎn)時(shí)得知” 等被動方式得知公共就業(yè)服務(wù)機(jī)構(gòu)的。由此可見,我國公共就業(yè)中介機(jī)構(gòu)的宣傳亟待加強(qiáng)。目前勞動力市場“黑中介”十分猖狂,其滋生在很大程度上與公共就業(yè)服務(wù)機(jī)構(gòu)缺少公眾認(rèn)知度有關(guān)。為此,應(yīng)通過公益性廣告等形式大力加強(qiáng)公共就業(yè)服務(wù)組織自身的宣傳力度。

(五)完善有關(guān)中介組織管理的法律和法規(guī)

完善有關(guān)中介組織管理的法律和法規(guī)的途徑主要包括:利用《中華人民共和國就業(yè)促進(jìn)法》將要施行的機(jī)會,統(tǒng)一勞動部門和人事部門在就業(yè)服務(wù)方面的規(guī)定;在法規(guī)中擴(kuò)大覆蓋范圍,不僅要規(guī)范就業(yè)中介機(jī)構(gòu)的行為,還要規(guī)范其他就業(yè)服務(wù)機(jī)構(gòu)的行為;提高有關(guān)法規(guī)的等級,把行政性規(guī)定變?yōu)檎嬲姆梢?guī)定;相應(yīng)地,改變單一的對違規(guī)行為進(jìn)行行政性罰款或者吊扣許可證的做法,把求職者納入糾正違規(guī)行為的當(dāng)事人中,通過法律程序解決有關(guān)問題;公共就業(yè)服務(wù)機(jī)構(gòu)應(yīng)該實(shí)行完全的免費(fèi)服務(wù),私人就業(yè)服務(wù)機(jī)構(gòu)要停止向求職者收費(fèi);鑒于青年就業(yè)問題越來越嚴(yán)重,把新就業(yè)人口列入“特殊服務(wù)對象”中等(參見李麗林等人的分報(bào)告《理念與現(xiàn)實(shí)的沖突:國際勞工組織有關(guān)就業(yè)服務(wù)的規(guī)定及其對中國的啟示》)。
