六、結(jié)語

多語制作為歐洲共同體的基本原則，旨在保證每一種語言擁有平等地位，保證語言和文化多樣性得到應(yīng)有的尊重。這樣的政策有助于培養(yǎng)歐盟公民意識(shí)，即被理解、被接受和被尊重的感受。但是，迄今為止，歐盟多語制依然存在諸多尚未解決的問題，如人們的認(rèn)識(shí)不統(tǒng)一，理論與實(shí)踐嚴(yán)重脫節(jié)，實(shí)施效果離規(guī)劃目標(biāo)尚遠(yuǎn)等。隨著歐盟的不斷擴(kuò)大及經(jīng)濟(jì)全球化，多語制的實(shí)行可能面臨更多的挑戰(zhàn)，因?yàn)?1世紀(jì)以來，歐洲大陸的人口遷徙正在改變語言景觀；歐盟公民的多語能力距離目標(biāo)尚遠(yuǎn)（European Commission，2012a，2012b）；英語作為通用語的地位愈漸增強(qiáng)（Lauridsen，2013）?？朔@些困難需要超常的政治智慧和不懈的努力。
