提到新動能不得不說新經濟，新經濟與新動能究竟為何種關系？從廣義上講新動能具有三層含義：其一是指新動力作用于新經濟運行系統而產生的推動經濟前進的能量，這里新動能＝新動力+新經濟；其二是指新動力作用于原有經濟運行系統而產生的推動經濟前進的能量，這里新動能＝新動力；其三是指原有動力作用于新經濟運行系統而產生的推動經濟前進的能量，這里新動能＝新經濟。就第一層含義而言，新動能可從新動力和新經濟兩個方面助力中國經濟高質量發展；就第二層含義而言，新動能是促進新經濟發展的動力機制；就第三層含義而言，培育新動能與發展新經濟互為因果。因此，無論從哪個層面講，培育新動能都是中國經濟高質量發展的重要舉措，具體而言：
