Record all changes in the CAR (ITAM repository)

All changes must be recorded in the CAR before assets are deployed. Users are over allocated, and the data-recording element most times takes a backseat to the role they are performing BAU (business as usual). The best way of facilitating changes to the CAR is to allocate responsibility for the change to the allocator. Role-based accountability is critical to the success of ITAM.
