趙Sir：Council和counsel的讀音一樣，但意思不同，你知道它們的意思嗎？

Henry：我知道council是“議會”，counsel是“輔導”。

趙Sir：正確！先談council吧。它有三個意思：

一、“（市、郡等的）政務委員會、地方議會”，例如a city council（市政務委員會）、county council（郡政務委員會）、borough council（自治市政務委員會）或district council（區政務委員會），以下為例句：

She is on the local council.

（她是地方議會的議員。）

二、“（顧問、立法、研究、基金等）委員會”，例如the Medical Research Council（醫學研究委員會）；又例如：

In Britain, the Arts Council gives grants to theatres.

（在英國，藝術委員會向劇院提供資金。）

三、“（正式的（formal））（尤指舊時討論特定步驟的）協商會議”，例如：

The King held a council at Nottingham on 14 October 1330.

（國王於一三三○年十月十四日在諾定咸召開協商會議。）

Henry：Council chamber和council estate是甚麼意思？

趙Sir：Council chamber是“會議室”，council estate則是“地方政府建的住宅群”。至於counsel，有兩個意思：

一、“勸告、忠告、建議”，例如：

Listen to the counsel of your elders.

（要聽從長輩的忠告。）

二、“辯護律師”，例如：

The court then heard counsel for the dead woman's father.（法庭接著聽取女死者父親的代表律師的陳述。）
