2 The Belt and Road Initiative provides a strong impetus to the new globalization

“The strong wind reveals the strength of the grass,” Mankind is in an era of numerous challenges and increasing risks. Global growth is sluggish, the impact of the financial crisis lingers on and the development gap is widening. Armed conflicts occur from time to time. It is in this era, the Belt and Road Initiative is more expected to play a leading role in guiding the direction of the future globalization and empowering the world's long-term development.

The Belt and Road Initiative answered “where to go” and injected the target traction. “Voices against globalization have laid bare pitfalls in the process of economic globalization,” which includes the expanding gap between the north and the south, the rich and the poor, the falling of fairness and justice, the absence of safety and order. At this moment, China proposes the Belt and Road Initiative and outlines the new vision of human destiny community for the new globalization. Through promoting policy coordination, facilities connectivity, unimpeded trade, financial integration and people-to-people bonds, a new world of peace and prosperity may grow along the Belt and Road. In this perspective, the Belt and Road Initiative is a Chinese approach guiding the international community to promote the new globalization and create a more just and reasonable international order. “Any goal will not be easy to achieve, and the road ahead is never plain sailing.”However, a business is great not only because it is just ambitious, but also because it is so hard. Difficult goals inspire people to achieve them together.

The Belt and Road Initiative answered “how to arrive” and injected the executive power. “Action speaks more powerfully than words.” The globalizing approach of the Belt and Road Initiative provides a vast platform for cooperation or coordination. First, it's a platform for promoting land and marine development in a coordinated way. On one hand, the eastern coastal areas of China and western China could develop in a more coordinated way through the platform. On the other hand, marine civilizations and continental civilizations could complement each other and achieve group revival. Second, it's a platform for promoting internal and external development in a coordinated way. On this platform, as an external and further opening-up strategy, the Belt and Road Initiative could be integrated with the internal development strategies in China. Not only that, national governance and international governance could be modernized synchronously through the platform which would promote global good governance. Third, it could promote the coordination of governments and enterprises. “The governments set up the stage, then the enterprises sing opera on the stage” is an important experience for China's fast economic growth since the reform and opening up. The initiative could make the market-augmenting government more popular along the Belt and Road.

The Belt and Road Initiative answered “by what norms” and injected the moral appeal. The new globalization promoted by the Belt and Road Initiative is totally different from the predatory globalization that prevailed in the period of colonialism. It is also different from the parasitic globalization in the era of international monopolistic financial capital expansion. The Belt and Road Initiative requires a win-win globalization with the characteristics of sharing, inclusive, altruistic and balanced. The initiative “originated in China, but it delivered benefits well beyond its borders.” In the process of the new globalization, the governments along the Belt and Road are no longer rivalries that protect domestic industries, but cordial friends and helpful partners and they work together to provide wide, convenient, efficient, highquality and integrated public services to the enterprises and people along the Belt and Road. Under the guidance of the spirit of the Silk Road, such a new globalization has a powerful moral appeal.
