3 The new globalization calls for a new international order
For a long time, global governance has lagged behind globalization, which led to a lot of global problems. The new globalization promoted by the Belt and Road Initiative should grasp the rhythm of regulation and deregulation, destroying the old system and creating a new order. China has put forward a clear and specific idea about the new international order that is more just and reasonable in the process of the new globalization.
First, the new order encourages countries all over the world to build partnerships instead of building alliances targeted at any third party. According to this principle, on one hand, China insists that the Belt and Road Initiative is open to countries of different regions and welcomes all countries to participate in the open international cooperation platform. On the other hand, China also emphasized the responsibility of major countries and repeatedly expressed willingness to give others a “free ride.”
Second, the new order should fully and timely reflect the changes of the world power structure. The world power structure is in a historic process of accelerating evolution, and the rising of emerging markets and developing countries became an irresistible historical trend. In order to conform to this trend, the representation and voice of emerging and developing countries should increase and hence achieve an inclusive global governance, which would mobilize the enthusiasm of emerging and developing countries to provide enough international public goods for common prosperity and universal security. The China-conceived Asian Infrastructure Investment Bank (AIIB) enhances the status and voice of emerging markets and developing countries in the international economic governance system.
Third, the new order seeks harmony not only among people and countries, but also between mankind and nature. As Chinese president Xi Jinping said, “Man coexists with nature, which means that any harm to nature will eventually come back to haunt man.”“We must maintain harmony between man and nature and pursue sustainable development.”“We should make our world clean and beautiful.” China's new development concepts, as well as the core concepts of the AIIB, all include the concept of “green”.
nternational order points to building the community of common destiny of mankind. Chinese president Xi Jinping described the future of the community of common destiny of mankind with a broad vision of the world and a profound historical perspective. He also pointed out an open and inclusive, clean and beautiful world of lasting peace, common security for all and common prosperity. However, there is a huge gap between the current world and the world of the community of common destiny of mankind. Bridging this gap requires the concerted efforts of all nations, in particular the major countries to take credible action to take the lead. “Common” is both a right and a responsibility. “The world affairs should be handled by the governments and people of all countries through consultation.”“Major countries should carry greater responsibilities for regional and world peace and development, rather than monopolize more regional and international affairs.”
