六 結論與啟示

使用201個參與RTA的國家或地區的雙邊貿易數據，本文借助引力模型來研究RTA對雙邊貿易的影響。實證結果表明：RTA對雙邊貿易的影響顯著為正，即RTA對雙邊貿易的發展具有促進作用。同時本文驗證了經濟總量、地理距離、共同語言、貿易成本、對外直接投資、凈貿易條件指數等控制變量對雙邊貿易的影響。整體而言，經濟總量的增加、貿易成本的下降、對外直接投資的增加以及兩國間貿易條件的改善都會促進雙邊貿易的發展。不論何種國家類型間簽訂RTA，RTA都對雙邊貿易的發展有促進作用。從統計分析來看，發達國家間貿易額顯著高于發展中國家間貿易額，存在著不同類型國家間貿易發展不平衡的情況?，F存RTA的類型主要為PSA、CU、FTA三類，因此區域經濟一體化的發展水平依然較低。此外，RTA的地理分布主要集中在歐洲、東亞及南美等地區，西亞和加勒比地區簽訂的RTA數量依然較少，因此RTA還存在地區分布不均、發展不平衡等問題。

近年來，中國對外貿易迅速發展，在貿易快速發展的同時中國遭遇貿易摩擦的數量也日益增加。根據中國商務部網站的統計，僅2016年前三個季度中國出口產品共遭遇來自21個國家（地區）發起的91起貿易救濟調查案件，涉案金額109億美元，嚴重阻礙了中國對外貿易的發展。因此，中國應加緊同主要貿易伙伴的貿易聯系，加快締結同其他國家和地區的RTA，減少中國對外貿易摩擦，推動中國貿易發展。

首先，RTA是由政府主導的，政府要從本國實際利益出發，積極發展中國同周邊國家的區域貿易伙伴關系。在中國經濟和貿易發展過程中，企業發揮著重要的作用，政府應該是深入企業了解中國主要同哪些國家進行貿易，優先與這些國家進行區域貿易洽談，爭取同這些國家和地區建立區域貿易伙伴關系，為中國企業的進出口減免稅費，提供便利。其次，2013年中國正式提出“一帶一路”倡議，中國應該以此為契機，加強同“一帶一路”沿線國家的貿易交流，提高中國簽署RTA的速度和質量?！耙粠б宦贰背h與RTA有許多重合的地方，都旨在加強國家間經濟合作，打造政治互信，關系融洽的利益共同體。最后，中國還應該提高產品的質量，加快中國產業結構的優化升級，加緊創新，提高中國產品的競爭力，通過自身產品的創新和產業結構的優化升級來促進中國貿易額的增長。

How is RTA Affecting Bilateral Trade？

Abstract：As the development of regional trade agreements，bilateral trade between RTA members is also increasing.Using UNCTAD database，this paper measures the bilateral trade volume of 201 countries and regions in RTA and uses gravity model to test the influence of RTA on bilateral trade.The conclusions show that the signing of RTA contribute promotes the increase of trade between members.At the same time，geographical distance，common language，economic aggregate，trade cost，FDI，net trade terms index and other control variables also have important influences on bilateral trade.Either RTA is signed between developed countries，between developed countries and developing countries，or between developing countries，the development of RTA contributes the promoting on bilateral trade volume.Due to the small trade scale between developing countries，the bilateral trade increases the most after the signing of RTA，but there is still a large gap in bilateral trade between developing countries and developed countries.
