China should rely on the strategy of ocean power and the“21st Century Maritime Silk Road”initiative, we should learn from the ancient historical experience, combine with interconnection, infrastructure investment, port construction layout, According to type and step, building the key port for the country Strategic fulcrum. Indonesia's Sumatra and Kalimantan Island should be a priority option. China should take into account the economic and security interests, strengthen the two islands of the key port of modernization, through the delineation of industrial parks, investment infrastructure construction, to achieve smelting, shipbuilding and other industries development and upgrading, which make these ports have commercial and military functions.
