1　General Provisions

1.0.1　This code is applicable for acceptance of WCDMA digital cellular mobile networks.It is the technical basis for construction quality examination，follow-up check and handover acceptance.

1.0.2　The Project Owner shall strengthen the supervision of construction techniques and skills，organize follow-up checks and sign relevant certificates，by delegating Project Supervisor（or On-site Representative of the Owner）according to the requirements of this code and engineering designs.

1.0.3　The construction technology and quality of the Constructor shall meet the requirements of this code.

1.0.4　Telecommunication equipment used shall be qualified with network entry licenses issued by the MIIT；non-licensed ones must not be used.

1.0.5　Anti-seismic performances of equipment such as switches，transmissions，base stations，power supplies，access facilities，servers and gateways，used in public telecommunication networks in areas with stipulated seismic resistance at and above 7 degrees，shall be tested and qualified；otherwise，the non-qualified equipment must not be used.

1.0.6　The contents of as-built acceptance items shall be in accordance with the requirements of engineering designs and this code.

1.0.7　The relevant national policies and regulations on energy conservation and emission reduction shall be carried out through the whole process of project construction.

1.0.8　The relevant national standards（codes），laws and regulations shall be superior to this code in case of any discrepancy.

1.0.9　Under specific conditions，if its difficult to implement specific provision of this code，the very reasons shall be addressed sufficiently and due solutions and measures to be taken shall be submitted to the competent department for examination and approval.
