Big projects need big teams
This is obvious--the bigger the project, the more people are involved and thus you will need dedicated designers, but there's a limit. In the agile world, it is common to have smaller teams, not more than seven, plus or minus two (so between five and nine) members in each team. If this is not sufficient, you can scale up by having more teams working in parallel. Again, each team needs to be able to work on its own, so you will have all the required skills in each team.
However, when your project is very big, this will not work anymore. You will have to scale by having more specialized teams. In that case, you might need a separate graphics team, a backend team, and a frontend team. It all depends on the size of your project, your budget, and the time to market you try to achieve. but remember that bigger teams do not necessarily deliver faster.
Scaling a software team is pretty complicated and is beyond the scope of this book. However, I believe it is vital that there is an expert who talks to everyone involved all the time. You, by reading this book, will be that expert, so you need to know a bit about the design rationales behind HoloLens apps.
