Abstract：In-depth changes are underway in terms of world energy structures. While the supply of fossil energies such as oil and natural gas is sufficient，the demand is facing serious challenges. The peak of oil demand can be expected in a near future. The demand of natural gas keeps growing，but its momentum of growth could not compare with the renewable energies. The international oil and gas markets are showing the mega trends of over-supply and increased competition. Only Asian countries especially China still has fairly big room for growth of oil and gas demand. Against such a background，energy ties between China and the Middle Eastern countries rather tend to be closer. China could not do without oil and gas supply from the Middle East，while the Middle Eastern countries are even more dependent on Chinese market. The two sides are forming a community of energy security based on mutual dependency. They share common interests as well as cooperation potentials in terms of reducing security risks in the energy producing areas and along the transportation corridors，upgrading the levels of oil and gas cooperation and exploring new fields of energy cooperation. It is suggested therefore the cooperation be promoted from eight aspects so as to transform the energy cooperation potentials into realities：up-grading the levels of oil and gas cooperation through intensified mutual investment，gradually moving away from the domination of USD by promoting RMB denominated transaction of oil and gas，maintaining reasonable oil prices by promoting dialogue between the suppliers and consumers，broadening fields of energy cooperation by developing new energies，relaxing regional tensions by promoting new concepts of peace，improving security in the oil and gas producing areas and along the transportation corridors by defending the principles of international laws，creating a good public opinion atmosphere and correcting the misleading international opinions，and improving security supporting capacity through military cooperation.
