Foreword

According to the requirements of Document JIANBIAO〔2013〕No.169 issued by The Ministry of Housing and Urban-Rural Development（MOHURD）-"Notice on Printing and Distributing the Development and Revision Plan of National Engineering Construction Standards in 2014'"，this code is revised by the Tianjin Cement Industry Design and Research Institute Co.，Ltd and the relevant units.

During the revision process of this code，the preparation team has gone through extensive investigation and research，conscientiously summarized practical experiences，as well as referred to relevant domestic and international advanced standards.On the basis of extensive comments，the code was finally submitted to the MOHURD for examination and finalization.

This code consists of 7 chapters，covering:General provisions，Energy saving of general Layout and building，Energy saving of process design，Energy saving of power system，Energy saving of mine engineering，Energy saving of utilities，and Energy metering.

There have been some significant changes in this national standard in the following aspects:

1.Added English Contents.

2.Deleted the"Terms".

3.Modified the energy consumption design index.

4.Increased the concept of"Energy conservation for waste co-processing system of cement kilns".

The provisions printed in bold type are mandatory ones and must be implemented strictly.
