第一部分　情景背景知識

In the construction process of projects，especially large-scale projects，the construction has a direct effect on the economic development of a region or even a country.Therefore，during the implementation of the project，government departments，higher authorities，domestic and foreign counterparts，and contractors/suppliers at all levels always visit the site for the purpose of work guidance，communication，learning and other activities.

You must be warm and thoughtful to receive visitors.First of all，visitors can be introduced to the general situation of the project，process flow，equipment and so on，so that these visitors have a good impression on the project.During the reception process，you should pay attention to formal and appropriate language.

在工程項目建設過程中，尤其是大型項目工程，它的建設直接影響(have a direct effect)一個地區乃至國家的經濟發展。因此，在項目的實施過程中，政府機關部門、上級單位、國內外同行業單位及各級承包商/供應商等常常到現場參觀，進行工作指導、交流、學習等活動。

接待來訪者，一定要熱情和周到(warm and thoughtful)。首先可以向客人介紹工程的概況、工藝流程、設備等情況，使其對項目有個好的印象(a good impression)。接待過程中，言語上要注意做到正式得體(formal and appropriate)。

Ningdong Coal Chemical Base Profile　寧東煤化工基地簡介

Ningdong Energy and Chemical Industry Base is located in Lingwu, Yinchuan of Ningxia Hui Autonomous Region. Its construction scope consists of planning area, 645 square kilometers, and long-range planning area, 2855 square kilometers. The former mainly includes Yuanyanghu, Lingwu, Hengcheng coal mines, Shigouyi coal field and a heavy chemical industry project area of 13.57 square kilometers.The project construction headquarters and airview map of plant are shown in Figure 2.1 and Figure 2.2.



寧東能源化工基地位于寧夏回族自治區首府銀川市靈武境內。基地規劃建設范圍分為遠景規劃區和規劃區兩部分。遠景規劃區面積約2855平方公里。規劃區面積645平方公里，主要包括鴛鴦湖、靈武、橫城三個礦區，石溝驛煤場及重化工項目區，其中重化工項目區規劃面積13.57平方公里。 基地項目建設指揮部和廠區鳥瞰圖見圖2.1和圖2.2。

The construction of the base is divided into two phases. The first phase is from 2003 to 2010 and the second from 2010 to 2020, including three industrial projects of coal, electric power and coal chemical industry, as well as infrastructure construction projects.

該基地建設分兩期：一期為2003年到2010年，二期為2010年至2020年。包括煤、電力、煤化工三大產業項目和基礎設施建設項目。

Overall objective: By 2020, Ningdong will achieve coal production capacity of 110 million tons, electric power installed capacity of 20 million kW, coal indirect liquefaction capacity of 10 million tons, coal-based dimethyl ether capacity of 2 million tons, and methanol capacity of 1.7 million tons. According to preliminary estimate, the whole investment will reach RMB 205.566 billion. Newly increased industrial added value will arrive at about RMB 29.76 billion after all the projects finished, and drive other industries to get production value of RMB 89.739 billion. By then, Ningdong Energy and Chemical Industry Base will become a national 10 million-kW thermal power base, coal chemical industry base and coal base with its pillar industries of coal, electric power and coal chemicals.

總體目標：到2020年，形成煤炭生產能力1.1億噸，電力裝機2000萬千瓦以上，煤炭間接液化生產能力1000萬噸，煤基二甲醚生產能力200萬噸，甲醇生產能力170萬噸。初步測算，基地總投資將達到2055.66億元，全部項目建成后，將新增工業增加值約297.6億元，并拉動其他行業形成產值897.39億元。屆時，寧東能源重化工基地將建設成為以煤炭、電力、煤化工三大產業為支撐，全國重要的千萬千瓦級火電基地、煤化工基地和煤炭基地。

Ningdong Developing Superiority　寧東發展優勢

1. Policy Advantages　政策優勢

Ningdong base is listed as a national large-scale coal base, coal chemical industry base, circulated economic pilot garden, and one of 6 competitive industry bases in western China. The general planning of Ningdong four coal mines and the construction work of coal-to-liquid project are approved by the state. China Development Bank lists Ningdong as a national key supported project. With the further implement of “West Development” strategy, the state arranges the policy measures of supporting the west development, and Ningxia government makes great efforts to improve investment environment which provide the base construction with strong policy support.

寧東基地被列入全國大型煤炭基地、煤化工產業基地、國家循環經濟試點園區和西部地區六大優勢產業基地之一，國家批準了寧東煤田4個礦區總體規劃，批準在寧東建設煤制油項目工作。國家開發銀行把寧東基地列為全國重點扶持項目。隨著西部大開發戰略的深入推進，國家實施重點支持西部大開發的政策措施，以及寧夏政府全面改善投資環境的重大舉措，為基地建設提供了強有力的政策支持。

2. Location Advantages　區位優勢

Ningxia lies in the fringe area of north, northwest, and southwest of China, with small geographical area and small population. It links resources and market. Located in the inevitable passage through which Gansu, Qinghai, Xinjiang and Inner Mongolia travel eastward, Ningdong Enengy and Chemical Industry Base is situated in the border area of Shanxi, Gansu, Ningxia, and Inner Mongolia, separated by the Yellow River with the city of Yinchuan to the west, capital city of Ningxia Hui Autonomous Region, and sitting beside the developing Shanbei Energy and Heavy Chemical Industry Base to the east. It is helpful for mutual compensation of industries and sharing recourses.

寧夏地處華北、西北、西南地區的結合部，地域面積小，人口少，是資源和市場的連接帶，又處在甘肅、青海、新疆、內蒙古等省區東出的必經通道上。寧東能源化工基地位于陜、甘、寧、蒙毗鄰地區，西與寧夏回族自治區首府銀川市隔黃河相望，東與開發中的陜北能源重化工基地毗鄰，易形成產業互補，資源共享。

3. Coal Resource Advantages　煤炭資源優勢

Ningdong coal field has proved reserves of over 27 billion tons, ranking the 6th in China. It is one of 13 large-scale coal bases among the nation’s priority of development. With abundant deposits, simple geologic structure, and good protection, main coal types of non-caking coal, coking coal and anthracite produced here are high-class chemical industry used coal and steam coal.

寧東煤田已探明儲量270多億噸，居全國第六位，是國家重點發展的13個大型煤炭基地之一，儲量豐富，地質結構簡單，保護較好。主要煤種為不黏結煤、煉焦煤和無煙煤，是優質化工用煤和動力用煤。

4. Transportation Advantages　交通運輸優勢

Extensive road traffic is an outstanding superiority of Ningdong Energy and Chemical Industry Base. Yinchuan-Qingdao expressway and the national road 307 traverse the base; Dagu railway linkes Baolan, Baozhong railway.When connected with Jingbao, Longhai railway, it radiates the whole country. Yinchuan-Taiyuan railway that will be soon constructed will be another major outward channel. In addition, Yinchuan Hedong airport is just 30km away from the base center, and over 50 flights come and go every day, linking with important cities like Beijing, Shanghai, Guangzhou, Xi’an, Taiyuan, Ji’nan, Qingdao, and Lanzhou，etc.

四通八達的道路交通是寧東能源化工基地的一大突出優勢，銀川-青島高速公路及307國道橫貫基地；大古鐵路連接包蘭、寶中鐵路與京包、隴海線連通可輻射全國，即將開工建設的銀川-太原鐵路又形成一條橫穿基地的外運大通道；銀川河東機場距基地中心區僅30公里，每日航班達50余次，通往北京、上海、廣州、西安、太原、濟南、青島、蘭州等重要城市。

5. Water Resource Advantages　水資源優勢

Ningdong Energy and Chemical Base is located in the east bank of the Yellow River, about 35 km away from Yellow River. The water supply construction began at the end of 2003, with the total water supply hitting 159.7 million cubic meters assures water supply for the base. Thanks to the closeness to the Yellow River, the base can take water from the river instead of pumping groundwater for industry use.Through agricultural water-saving measures and Yellow River water right transfer solutions, Ningdong never increases volume of water taking from Yellow River which allocated to Ningxia by state.

寧東能源化工基地位于黃河東畔，中心區距黃河僅35公里左右，2003年底開工建設的寧東供水工程，總供水量為15970萬立方米，能為基地提供充足的水源保障。寧東地區緊靠黃河、取水方便，工業用水不抽用地下水，不增加國家給寧夏分配的黃河取水量，全部通過采取農業節水措施，以黃河水權轉換方式解決。

6. Land Resource Advantages　土地資源優勢

Ningdong Energy and Chemical Industry Base lies in the barren area, over 3，500 square kilometers of alkaline land and sandy wasteland with flat landform, open terrain, and adequate development site. Large-scale development will not occupy arable land. Its low cost of land development and no relocation provide vast land resources for the industrial construction.

寧東能源化工基地處于荒山丘陵地帶，有3500多平方公里鹽堿和沙荒地，地形平緩，地勢開闊，有成片的發展用地，大規模開發建設不占用耕地、無移民搬遷、土地開發成本低，為工業建設提供了廣闊的土地資源。

BASIC SAFETY REQUIREMENTS FOR THE VISITOR

AND THE TEMPORARY WORKERS

參觀人員、訪客及臨時工作人員的基本安全要求

(Workers and visitors must be trained by CNCPP HSSE prior to entering into the jobsite)

(參觀人員、臨時工作人員必須經神華寧煤項目相關安全培訓后方可進入施工現場)

1. Hard hat，safety shoes，long sleeves shirt and the security badge must be worn at all times during visit or stay on this site.

　進入本現場，必須一直佩戴好安全帽、安全鞋、工作服及出入證。

2. No smoking on jobsite(smoking only at the designated area)．

　現場禁止抽煙(僅可在指定地點如吸煙棚等吸煙點抽煙)。

3. No Running on site，except in extreme emergency.

　除緊急情況外，不得在現場內奔跑。

4. Speed limit at jobsite for all type vehicle：Below 15 km.

　車輛限速：不得超過每小時15公里。

5. Drivers or operators of cars and equipment are not permitted to get off from their driving cab.

　車輛駕駛員或設備操作工離開駕駛室/操作室，必須佩戴合格的個人防護用品。

6. Report every accident/incident/near-miss and/or injury to SNCP for investigation to prevent recurrence.

　向SNCP報告任何意外事故/未遂事故/潛在危險或傷害。

7. No camera，alcohol and unauthorized drugs are allowed into jobsite.

　現場不得飲用酒或含酒精類飲料、不得服用違禁藥品；未經許可不得拍照。

8. Horseplay, fighting，gambling，possessions of firearms are not permitted in jobsite.　

　現場禁止嬉鬧、打架斗毆、賭博、持有火器等。

9. Keep the workplace in good order.Rubbish and waste materials must be disposed after work in time.

　保持作業場所整潔有序：建筑垃圾及廢料按要求及時清理。

10. Dangerous work(such as confined space entry，rigging/lifting and any other open flame work etc.)must get specific training of the procedure by SNCP safety and a written permit be obtained from SNCP HSSE is required.

　從事危險性工作(諸如受限空間作業、吊裝作業、明火作業等)，必須得到SNCP安全部的特別培訓并取得書面的許可證后方可進行。

11. In case of emergency，evacuate to the safety area per the instruction of SNCP or signs on.

　如遇緊急情況，服從SNCP的指揮或遵守安全標志撤離到安全區域。

12. Worker(s)and/or visitor(s)must be escorted by associated person.

　工作人員及/或參觀人員必須由熟悉現場的相關人員全程陪同。

13. No hardcopy nor electronic information of site will bring off-site without proper approval from SNCP.

　未經SNCP批準，任何拷貝文件及電子信息不得帶出場地。
