6.2 Diversion(Closure)Acceptance
6.2.1 Before diversion(closure), the diversion(closure)acceptance shall be carried out. The diversion(closure)accept ance may be chaired by the presiding organization of the completion acceptance or by the entrusted legal person according to the size and importance of the project.
6.2.2 The diversion (closure) acceptance shall satisfy the following conditions:
1 Diversion works has been completed and ready for passing through water. It does not affect other construction when it is in use.
2 Underwater concealed works for diversion is completed and has passed acceptance.
3 River closure plan is done and all preparations are finished.
4 Construction plan for flood period has been approved by the authorized flood control headquarter and relevant measures have been adopted.
5 Relocation of resettlement people and clear-up of the reservoir bottom under raised water level after river closure have been completed and passed acceptance.
6 Obstruction and barriers on navigable rivers are removed.
6.2.3 The diversion (closure) acceptance shall include the followings:
1 Examine whether underwater works, concealed works and diversion works ( river closure works) meet the requirements for the diversion (closure).
2 Examine the completion situation of land requisition, resettlement and clearing up of the reservoir bottom.
3 Review the closure plan, the measures and the preparations for the diversion (closure).
4 Examine the implementation of measures for tackling navigation obstruction problems.
5 Assess the quality of completed works related to the river closure.
6 Give tackling suggestions for problems found in acceptance.
7 Discuss and pass the appraisal report for stage acceptance.
6.2.4 If the diversion works (river closure) is divided into several phases, the diversion (closure) acceptance should also be carried out in stages.
